Droghe, la trappola del governo

The attack on the reduction of the damage unleashed by the "tsar" Carlo Giovanardi threatens to turn back the drug policy of at least ten years. We must therefore go back to the law n. 45 of 18 February 1999 on the National Fund for the fight against drugs: then, after a heated parliamentary debate, for the first time the reduction of the damage came fully into Italian legislation providing for the distribution and funding in the area of social services and medical first responders, such as street units for syringe exchange programs and low threshold. He finally realized the full recognition of the many experiences from the mid-80s, both to stem the growing number of overdose deaths, both to combat the AIDS emergency.
Reducing the Harm out of the ideological dispute to become an important public health intervention. The health of the people first and foremost, without preconditions moralistic (I care only if you stop using substances). The defeat of a sadistic theory: to help a person get off drugs need to be done "bottoming out"! That "bottom" which unfortunately for many it meant death.
Of course, it was not a linear path, either by the persistence of ideologies, you want to condition on the Agency exercised by the UN Drug Use, always opposed to harm reduction, either by the "slowness" of different regions to make it become a full title in health policies.
In 2000 they were the first developed guidelines on the subject, approved by Turkish ministers and Veronesi, who unfortunately did not have time to become official act of the State-Regions Conference before the change of government in 2001.
Over the next five years of the Berlusconi government, Giovanardi, Fini succeeded in delegating addiction, he just put a damper on all the initiatives of harm reduction, taken as he was to pass a law to heavy criminalization of those who consume drugs. With the new government post and taking advantage of the appointment of the National Conference, has launched a direct attack on the reduction of damage from cassandola issues subject to verification and recovery in national policies.
The Trieste conference was undoubtedly the most painful among those celebrated after 1990 (apart from the "non-conference" in Palermo in 2005 by Giovanardi always wanted in spite of all, to get a formal endorsement of its proposals for legislative changes which even the few close friends present legitimized): in an absolute vacuum of ideas and proposals, it is not an assessment of the Fini-Giovanardi law and its failure. In order to take good organizations and professionals who have worked very well in recent years, Giovanardi has an eye-catching "fig leaf" reconstituting a drug department devoid of any real power and without economic resources; and placing at the head of the department John Serpe, skilled in raising smokescreens on the real problems and nell'aizzare the world of therapeutic communities and professionals against the regions.
Prior to the conference in Trieste, Serpelloni received by the undersigned a substantial upgrade of the Guidelines on harm reduction, produced by the working group established in 2007 by the Minister of Health: material that took into account the inclusion of harm reduction among the "four pillars "of the founding of drug policy, as enshrined in the EU.
In Trieste has not really done the slightest nod, but continued the party game: Giovanardi liquid policies seriously protecting the health of drug users, while Serpelloni start a "consultation group" on the theme of "p revention of diseases related to 'use of drugs ", claiming to be a group on harm reduction (knowing full well that no one in the government wants).
Concerned that many respected professionals are falling into the trap of being "used" to endorse proposals ambiguous that prefigure an inseparable link between harm reduction and drug-free : plummeting in a moralistic view that you thought you had now behind us thanks to the success of "right to health" even for those who consume drugs.
