Mr Costa might be a good soldier but don’t trust him

I know many of you are big fans of Antonio Maria Costa of the UNODC, after all he has done some great work on the consequences of drug prohibition. He is a good soldier however who does what his bosses tell him to do. As I am in the habit of warning his bosses might change his orders.
After all he is a consummate bureaucrat and could reinvent the UNODC as the regulators of a legal trade.
And then the good soldier would put us all out of business!
